Studying in Norway means earning a degree at a well-regarded Nordic university, in a country with strong research, a high quality of life and many English-taught master's programmes. Since autumn 2023, most students from outside the EU and EEA, including Indian students, pay tuition at public universities, and Norway is one of the most expensive study destinations in Europe. This guide covers study in Norway for Indian students: universities in Norway, tuition and the cost of studying in Norway, eligibility, the student residence permit, work rules and stay-back options, so you can decide with realistic numbers.
Norway offers strong universities, small classes, an informal teaching style and a research culture that many students enjoy. Hundreds of master's programmes are taught in English, and the country consistently ranks high for safety, gender equality and quality of life. Students can also earn part-time income, and graduates of Norwegian institutions may apply for a permit to look for skilled work.
The trade-off is cost. Living expenses are high, especially in Oslo, tuition applies, and the residence permit needs a large proof of funds. Norway therefore suits applicants with a solid budget or a scholarship. If cost is your main concern, compare it with our Masters in Germany guide and Bachelors in Germany guide.
| University | City | Often chosen for |
|---|---|---|
| University of Oslo (UiO) | Oslo | Broad range of subjects, sciences, social sciences and law |
| Norwegian University of Science and Technology (NTNU) | Trondheim | Engineering, technology and natural sciences |
| University of Bergen (UiB) | Bergen | Marine research, climate, humanities and health |
| UiT The Arctic University of Norway | Tromso | Arctic studies, fisheries and health sciences |
| BI Norwegian Business School | Oslo | Business, finance and management |
| OsloMet | Oslo | Applied technology, health and social sciences |
Programmes, fees and English-taught options change every year, so confirm each course on the university website.
Budget for tuition, living costs and permit fees together. The figures below are planning ranges, and you should confirm the exact amount for your course.
| Expense | Approximate amount | Notes |
|---|---|---|
| Tuition for non-EU/EEA students | Roughly NOK 130,000 to NOK 340,000 per year | Technical and specialised programmes cost more, and fees differ by university |
| Semester fee | About NOK 600 to NOK 800 per semester | Paid to the student welfare organisation |
| Living-cost proof for the permit | NOK 170,368 for 2026/27 | Set by UDI and adjusted every year |
| Real living costs | About NOK 12,000 to NOK 15,000 per month | Oslo is the most expensive city |
| Study permit application fee | About NOK 6,300 | Confirm the current fee with UDI |
Some universities offer scholarships or fee waivers, and PhD positions in Norway are salaried jobs with no tuition. If your plan depends on funding, apply for it at the same time as your admission.

Book Free Counselling →The main intake is in August, and a few programmes start in January. Deadlines for non-EU applicants are often early, commonly around December for the following autumn, and they differ by university and course. Start your Norway application at least nine to twelve months before your start date, since the permit alone can take one to three months.
Non-EU students need a study permit from UDI before they start. A typical file includes the following.
UDI says the permit is for temporary residence for study, so state your study plan clearly. Renew the permit each year, and keep proof of your progress and funds ready.
Students with a study permit can usually work up to 20 hours a week during term and full-time during holidays, within the conditions on their permit. Wages help with daily costs, but they do not replace the proof of funds you must show at the start.
After you graduate, UDI allows a job-seeker permit of up to one year for recent graduates of Norwegian institutions. You must have completed your degree, and you should apply before your student permit expires, at least a month ahead. The permit lets you look for skilled work, and if you find it, your employer supports a skilled-worker permit. After several years of legal residence, permanent residence becomes possible, but rules change, so check UDI for the latest details.
| Feature | Norway | Germany | Latvia |
|---|---|---|---|
| Tuition for non-EU students | Roughly NOK 130,000 to NOK 340,000 | Low or zero at most public universities | About EUR 2,000 to EUR 6,000 |
| Living costs | Very high | Moderate to high | Low |
| English-taught options | Many at master's level | Many at master's level | Many, at both levels |
| Stay-back after study | Up to 1 year | Up to 18 months | 4 months, with a possible 9-month extension |
| Job market | Strong pay, but Norwegian language matters | Large and varied | Small |
Choose Norway if you have funding and want a research-focused Nordic degree. Choose Germany if low tuition and a longer stay-back matter more, and choose Latvia if a low overall budget is the priority.
No. Since autumn 2023, most students from outside the EU, EEA and Switzerland pay tuition at public universities. Some groups, such as PhD candidates, are exempt.
Tuition is commonly quoted at NOK 130,000 to NOK 340,000 a year, and living costs are about NOK 12,000 to NOK 15,000 a month. UDI requires proof of NOK 170,368 for living costs in 2026/27.
Non-EU students need a study residence permit from UDI before they start their course, and they renew it each academic year.
Students can generally work up to 20 hours a week during term and full-time in holidays, within the conditions on their permit.
Recent graduates of Norwegian institutions can apply for a job-seeker permit of up to one year. Apply before your student permit expires.
Not for English-taught programmes. Norwegian helps a lot with daily life and is often needed for jobs after graduation.
The main intake is August, and many international deadlines fall around December of the previous year. Start nine to twelve months early.
Some universities offer scholarships or fee waivers, and PhD roles are salaried. Check each university for deadlines. Our services team can help you compare options.
