Canada is still one of the top choices for Indian students, but the rules have changed a lot since 2024. A cap on permits, a provincial attestation letter and a higher funds requirement now decide whether an application even gets processed. This guide explains what an Indian student needs to do in 2026, with costs in rupees and the mistakes that lead to refusals.
Short answer: To study in Canada from India you need a letter of acceptance from a designated learning institution (DLI), a provincial attestation letter (PAL) unless you are exempt, proof of funds of CAD 22,895 for living costs plus first-year tuition and travel, and a study permit approved by IRCC. Master’s and PhD students at public institutions no longer need a PAL from 1 January 2026.
Why Indian Students Still Choose Canada
Canada offers English-medium degrees, a clear post-study work permit, and tuition that is usually lower than the USA or UK for similar programs. Cities like Toronto, Vancouver, Calgary and Montreal also have large Indian communities, which makes the first year easier. If you are still comparing destinations, read our guide to the best countries to study abroad for Indian students before you decide.
Canada Study Permit Cap 2026: What Changed
Canada limits how many study permits it issues each year. For 2026, IRCC expects to issue up to 408,000 permits, of which about 155,000 are for newly arriving students and 253,000 are extensions. For students who need a PAL, 309,670 application spaces have been shared across provinces, and each province hands out its share through its colleges and universities.
Three changes matter most for Indian applicants:
- PAL is mandatory for most applicants. Without it, IRCC returns the application. A PAL is issued for one calendar year, so a 2025 letter cannot be reused.
- Master’s and PhD students at public DLIs are exempt from the PAL from 1 January 2026. This makes postgraduate study at a public university the smoother route.
- The Student Direct Stream is closed. Indian students now apply through the regular stream, so there is no fast-track based on a GIC.
Eligibility and Documents Required
The exact list depends on your college and province, but most Indian applicants need the following:
- Letter of acceptance from a DLI
- PAL, unless you are applying for a master’s or PhD at a public DLI
- Valid passport
- Proof of funds: CAD 22,895 for living costs (single applicant, outside Quebec) plus first-year tuition and return travel
- IELTS Academic or another accepted English test. Most universities ask for 6.5 overall and colleges often accept 6.0. Our IELTS coaching in Delhi guide lists institutes if you need to prepare.
- Statement of purpose or study plan explaining why this course, why Canada and what you will do after
- Academic transcripts and, for master’s applicants, work experience letters or references
- Police clearance certificate and medical exam, if requested
- Biometrics (CAD 85)
Your study plan is the document officers read most closely. A generic template is a common reason for refusal. If you want help with it, see our SOP and LOR writing services.
How to Apply for a Canada Study Permit from India: Step by Step
Step 1: Shortlist programs and a DLI
Choose a course at a designated learning institution. Check the program is eligible for a post-graduation work permit, because not every diploma qualifies.
Step 2: Apply and get your acceptance letter
Apply through the college or university. For programs that need a PAL, request it from the institution once you accept the offer. Many colleges issue it only after you pay a tuition deposit.
Step 3: Arrange your funds
You can show a GIC, bank statements, or an education loan sanction letter. A GIC held with a Canadian bank is the clearest proof because the money is locked until you arrive. If you plan to borrow, start early, since sanction letters take time.
Step 4: Apply online on the IRCC portal
Upload your documents, pay the CAD 150 study permit fee, and book biometrics at a visa application centre in India. Biometrics fees are CAD 85.
Step 5: Wait for approval and prepare to fly
Processing times change often, so check the IRCC tool for India before you book tickets. After approval you receive a letter of introduction. Show it at the Canadian border when you land to receive your study permit. Our student visa consultants guide explains how to pick an adviser if you want hands-on file checking.
Cost of Studying in Canada for Indian Students (in INR)
These are planning figures at roughly CAD 1 = Rs 70. Exchange rates and fees vary by university and city.
- Undergraduate tuition: CAD 20,000 to 40,000 per year (about Rs 14 to 28 lakh)
- Master’s tuition: CAD 18,000 to 35,000 per year (about Rs 12.5 to 24.5 lakh)
- College diploma or certificate: CAD 14,000 to 22,000 per year (about Rs 10 to 15 lakh)
- Living costs benchmark: CAD 22,895 (about Rs 16 lakh) as the IRCC proof-of-funds figure
- One-time costs: study permit, biometrics, medical exam, flights, health insurance and the first month deposit
In practice, most Indian students should plan for Rs 30 to 45 lakh in the first year. Big cities such as Toronto and Vancouver cost more than Winnipeg, Halifax or Saskatoon, which is why smaller cities attract budget-conscious students. If cost is your main filter, our guide to affordable countries to study abroad compares Canada with cheaper options.
Canada Intakes: When to Apply
- Fall (September): The main intake with the widest choice of programs. Apply 8 to 10 months ahead.
- Winter (January): Good for colleges and many master’s programs. PAL availability can be tight.
- Summer (May): Limited programs, mostly at colleges.
With the January 2027 intake close, September 2027 is the realistic target for most students who are only starting now.

Work Rights and Post-Graduation Work Permit
International students can generally work off campus up to 24 hours a week during term and full time in scheduled breaks, as long as the study permit allows it. On-campus work is allowed under separate conditions.
After graduation, the Post-Graduation Work Permit (PGWP) lets you work in Canada for up to three years, depending on program length. IRCC also applies language benchmarks and, for some college programs, a field-of-study list. Check both before you pay a deposit.
Scholarships for Indian Students in Canada
Most funding comes from the university itself, such as entrance awards at Toronto, UBC and Waterloo, plus provincial awards like the Ontario Graduate Scholarship for eligible postgraduate students. Marks, research record and early applications help. See our guide to scholarships for Indian students abroad for more options.
Common Mistakes That Lead to Refusals
- Applying without a valid PAL when one is required
- Showing funds that cannot be traced to a clear source
- A study plan that looks copied or does not explain why you chose that course
- Choosing a program that is not PGWP eligible
- Large gaps in education or work history with no explanation
